SIPRI:美国依然是世界最大武器生产国和销售国

北欧绿色邮报网斯德哥尔摩报道(记者陈雪霏)- 据中欧网英文报道,斯德哥尔摩国际和平研究所最新研究发布,2019年全球武器销售总额达3610亿美元,比2018年增加了8.5%。

研究显示,美国依然是全球最大武器生产国和销售国,其销售额相当于全球的61%。

其次是欧盟,然后是中国。如果单个国家,中国是第二,但是只占总额的16%,低于欧盟的18%。

全球25个大的武器生产商中美国占12个。中国在前十中有三个。另外最新进展是阿联酋成为中东地区唯一一个新兴的武器生产国。新的发展趋势表明,武器生产和销售在向南移。

北欧绿色邮报网报道(记者陈雪霏)斯德哥尔摩国际和平研究所(SIPRI)最新研究表明,中国已成为世界第二大武器生产国,仅次于美国,但领先于俄罗斯。

此项研究为您呈现有史以来中国军工企业最为全面的梳理。 过去,中国军企军售额一直讳莫如深,要么无从知晓,要么估算难言可靠。正是出于这一原因, SIPRI 全球百强—全球 100 家最大的武器生产和军事服务公司—至今都未收录中国军工企业。

据估算, SIPRI 发现 2015-17 年中国军企军售额传达出独特的信息。研究聚焦 4 家财务信息公开透明的领军企业,共涉及三大常规武器生产部门:航空航天、电子和陆军装备系统。此类企业公开信息的日益增多,也使得我们现在有可能对中国武器工业规模作出合理精准估算。

中国已然成为多项世界第一。 根据 2015 年至 2017 年武器销售估算,我们将中国 4 大军企同世界其他地区领军军工企业进行横向对比。2017 年,SIPRI 百强企业中的20 强,美国有 11 家,西欧 6 家,俄罗斯 3 家。如果上述 4 家中国企业均收录 SIPRI 百强,它们都将跻身 20 强,其军售总额将达到 541 亿美元。其中 3 家将位列前10 强。 中国最大的军工企业为中国航空工业集团公司(AVIC),其军售总额达到 201 亿美元,位列世界第 6。中国北方工业集团公司(NORINCO),以 172 亿美元的销售额位列百强第 8 位,实际上北方工业集团是世界第一大陆军装备生产商。 武器生产更具专业化。中国军工企业大多只专注于某一个细分领域,这点和全球大多数骨干军企正好相反。如 AVIC 主 营飞机和航电设备。而大多数世界其他国家骨干军企产品序列覆盖面相对更广,单一军企就可涵盖航空、陆军装备系统甚至船舶制造等诸多领域。

中国军工企业军售数据长期讳莫如深,人们很难对中国军工行业有一个全貌了解。然而,这一次全新的范围界定研究,为进一步深入研究开创了新局面,同时为全面评估中国军售奠定了基础。

编者评论:对于上述评估,记者不知道是否准确,因为据笔者了解,中国航空航天部门并不是专门生产军品,他们很大一部分是生产民品,民用工业,近年来,实现向商业转变,并走向国际化。中国北方工业集团生产销售的东西包括警察逮捕犯人使用的手铐脚镣之类的产品,这种是否也属于军品呢?

当然,不管怎样,中国的很多公司包括航空航天部门通过改革,成功地实现了转型,同时,在高精尖领域也取得了很大成就。

Global arms industry: First rise in arms sales since 2010, says SIPRI

Sales of arms and military services by the world’s largest arms-producing and military services companies—the SIPRI Top 100—totalled $374.8 billion in 2016, according to new international arms industry data released today by the Stockholm International Peace Research Institute (SIPRI).

The total for the SIPRI Top 100 in 2016 is 1.9 per cent higher compared with 2015 and represents an increase of 38 per cent since 2002 (when SIPRI began reporting corporate arms sales). This is the first year of growth in SIPRI Top 100 arms sales after five consecutive years of decline.

US companies increase their share of total arms sales in 2016

At a combined total of $217.2 billion, arms sales of US companies listed in the SIPRI Top 100 grew by 4.0 per cent in 2016. US military operations overseas as well as acquisitions of large weapon systems by other countries have driven this rise. Arms sales by Lockheed Martin—the world’s largest arms producer—rose by 10.7 per cent in 2016, which was decisive to the increase in the USA’s share of overall SIPRI Top 100 sales to 57.9 per cent. ‘With the acquisition of helicopter producer Sikorsky in late 2015 and higher delivery volumes of the F-35 combat aircraft, Lockheed Martin reported significant growth in its arms sales in 2016,’ says Aude Fleurant, Director of SIPRI’s Arms and Military Expenditure Programme.

The rise in sales and the number of US military services companies ranked in the SIPRI Top 100 are noticeable trends in 2016. Some of these companies have increased their sales through the acquisition of the military services divisions of larger arms producers. This was the case for Leidos, for example, which acquired Lockheed Martin’s information technology and technical services businesses in 2016.

Arms sales by companies in Western Europe remain stable, but trends diverge

The combined arms sales of companies in Western Europe listed in the SIPRI Top 100 remained stable in 2016 at a total of $91.6 billion—an increase of 0.2 per cent compared with 2015. However, the trends for arms sales in the largest arms-producing countries— namely the United Kingdom, France, Italy and Germany—displayed clear divergences. There were overall decreases in the arms sales of Trans-European, French and Italian companies, while companies in the UK and Germany recorded overall increases.

‘Germany’s 6.6 per cent increase in arms sales for 2016 is mainly due to the growth in sales of armoured vehicle producer Krauss-Maffei Wegmann (12.8 per cent) and land systems producer Rheinmetall (13.3 per cent),’ says SIPRI Senior Researcher Pieter Wezeman. ‘Both companies have benefited from demand for arms in Europe, the Middle East and South East Asia.’

The UK’s decision to withdraw from the European Union did not seem to have an impact on the arms sales of British companies, which rose by 2.0 per cent in 2016. The arms sales of BAE Systems, the fourth largest arms producer globally, remained stable (up by 0.4 per cent). The highest growth in arms sales by a British company (43.2 per cent) was recorded by GKN, an aerospace components manufacturer.

Russian arms sales grow, but pace of increase slows

The combined arms sales of Russian companies listed in the SIPRI Top 100 increased by 3.8 per cent, amounting to $26.6 billion in 2016. Russian companies accounted for 7.1 per cent of the overall total. ‘The major economic difficulties experienced by Russia in 2016 have contributed to a slowdown in the rate of increase in the arms sales of Russian companies,’ says SIPRI Senior Researcher Siemon Wezeman.

Among the 10 Russian companies listed in the SIPRI Top 100, the trends in arms sales are mixed: five companies recorded sales growth, while the other five showed decreases. The highest ranked Russian company in the SIPRI Top 100 for 2016 is United Aircraft Corporation, which is placed 13th. Its arms sales grew by 15.6 per cent compared with 2015 due to increased deliveries to the Russian armed forces and higher export volumes.

 South Korea dominates arms sales by emerging producers

SIPRI’s ‘emerging producers’ category covers companies based in Brazil, India, South Korea and Turkey. The trend in this category for 2016 is dominated by the 20.6 per cent overall increase in the arms sales of South Korean companies, with total sales amounting to 8.4 billion. ‘Continuing and rising threat perceptions drive South Korea’s acquisitions of military equipment, and it is increasingly turning to its own arms industry to supply its demand for weapons,’ says Siemon Wezeman. ‘At the same time, South Korea is aiming to realize its goal of becoming a major arms exporter.’

 Falling Japanese arms sales drive decline in other established producers’ total

SIPRI’s ‘other established producers’ category covers companies based in Australia, Israel, Japan, Poland, Singapore and Ukraine. The combined arms sales of companies in these countries fell by 1.2 per cent in 2016, largely driven by an overall decrease in the arms sales of Japanese companies (–6.4 per cent). Japan’s largest arms companies experienced sharp falls in 2016: Mitsubishi Heavy Industries’ arms sales decreased by 4.8 per cent, while those of Kawasaki Heavy Industries and Mitsubishi Electric Corporation declined by 16.3 and 29.2 per cent respectively.

 The SIPRI Arms Industry Database

The SIPRI Arms Industry Database was created in 1989. It contains financial and employment data on arms-producing companies worldwide. Since 1990, SIPRI has published data on the arms sales and employment of the 100 largest of these arms-producing companies in the SIPRI Yearbook.

‘Arms sales’ are defined by SIPRI as sales of military goods and services to military customers, including sales for domestic procurement and sales for export. Changes are calculated in real terms and country comparisons are only for the same companies over different years.

A wave of discussing the 19th CPC Congress arises in Sweden

STOCKHOLM, Oct. 31(Greenpost)– A craze discussing the 19th CPC Congress has arisen in Sweden beginning with a grand seminar held by Institute of Security and Development Policy.

Gui Congyou, Chinese Ambassador to Sweden gave a keynote speech at the opening of the seminar.

“The successful convening of the 19th CPC congress has arounsed world wide attention.  The CPC national congress has analysed the domestic and international situation, made such an important judgement that China’s Socialism with Chinese Characteristics  has entered a New Era, elected a new term of leaders of the  CPC central committee and mapped out new policies and strategic deployment . It is of great significance for realizing Chinese people’s dreams of a good life and the common development together with the world people, it is a blessing for both the Chinese and world people. ”

Gui Congyou said the Communist Party of China will not forget its mission of leading the Chinese people to live a better life.  It’s first goal is to secure a decisive victory in building a moderately prosperous society in all aspects and the second goal is to build a modernized socialist China by 2035.

Gui Congyou said during this process, China has gradually entered the center stage of the world and China will shoulder greater responsibilities for example in peace-keeping forces, in coping with the climate change, anti-terrorism and poverty elimination.

According to the CPC’s goal, in three years, China will completely wipe out the extreme poverty of its 1.3 billion population. Currently the poor is still accounting for 4 percent of the total population or about 40 million which is about four times of the Swedish population.

Gui Congyou said China loves peace and insists on the peaceful coexisting principle and will not interfere in other countries’ domestic affairs. It also opposes  interference in other country’s domestic affairs. China will never seek hegemonism. China opposes nuclear proliferation.

Gui Congyou said his mission to Sweden is to make friends and facilitate to deepen bilateral relations between China and Sweden and China will never forget that Sweden was the first western country that established diplomatic relations with China and has always been actively developing relations with China, in which made great contribution to China’s development.

He welcomes Sweden to further cooperation with China in innovation, green economy, energy saving and environmental protection, intelligence manufacturing and many other aspects such as in the United Nations.

He said China under the leadership of the CPC is a builder of the world peace, a contributor of the global development and obeying the world order and rules.

The host of the seminar was Ambassador  Per Eklund who is a board member of the ISDP.

The panalist of the seminar was Li Junfeng, Political Counselor of the Chinese Ambassy to Sweden, Dr. Oskar Alman from Uppsala University,  Lora Daalman, director of China and Global Security Program of Stockholm International Peace Research Institute or SIPRI and Dr. Kristina Sandklef,  Director of Sandklef Asia Insight.

Dr. Alman said he was a little bit worried about the election procedures in China but after the congress he felt not that worried. On the other hand, he also felt the concentration of power might be better for implementing environmental protection policies for example, so it depends on how you look at it and there is a lot of tradeoffs.

Dr. Kristina Sandklef said she held that there will be more cooperation opportunities if China holds its promise of giving the same treatment of foreign enterprises, or as generous as Sweden in giving market access to Chinese companies.

Lora Saalman, Director of China and Global Security Program of SIPRI said she noticed China’s strengthening of combat capability and modernization of its weapons, but in general, China’s number of armed forces is not on the increase.

The panelists also discussed about gender equality issue, election procedures and many other aspects.

In the evening, Stockholm Chinese Assistance Center led By James Wang Jianrong also held a seminar discussing the 19th CPC National Congress.

Meanwhile, in Sveavägen 41 in Stockholm, ABF hosted a seminar on a book titled Mao i Sverige or Mao in Sweden–1963-1986 written by a Phd student  Ingrid.

She said she had lived in China for a few years and spoke very fluent Chinese. She found there were many Mao followers since 1963 when famous Swedish journalist Myrdal wrote a lot of books and reports about China and was received by Mao.  But by 1986, the leftists almost died out.  In fact, there are still many people who are very much interested in talking about China and caring about China.

According to ABF news, there will be another seminar titled China after the Communist Party Congress on the evening of November 9 in ABF.

Sinologists Börje Ljunggren,  former Swedish Ambassador to China and author, Torbjörn Loden, professor emeritus in Chinese language and culture and Malin Oud, chinese friend and chief of Raoul Wallenberg’s Institute’s Stockholm Office will be the panelists.

Sources say on Thursday, Chinese leaders in Sweden will also hold a seminar discussing about the 19th CPC National Congress and the Xi Jinping Thought on China entering new era of Socialism with Chinese Characteristics.

It cannot be root out that there will be more such seminars in the near future.

The 19th National Congress of the Communist Party of China has mapped out a new blue print for the next stage of development. That is to wipe out poverty by 2020 and to basically become a modern society by 2035.  By 2050, China will comprehensively become a modern and beautiful country in all aspects.

斯德哥尔摩安全会议聚焦城市安全

北欧绿色邮报网报道(记者陈雪霏)--城市安全一个值得关注的新名词。斯德哥尔摩国际和平研究所首次提出这个命题,并与斯德哥尔摩市政府联合召开城市安全会议。

史密斯在接受记者采访时说,目前无论是传统的战争,还是现代战争打击对象都是城市,巴格达,大马士革都是。而恐怖袭击对象也是城市。无论是伦敦,还是尼斯,无论是奥斯陆还是斯德哥尔摩,布鲁塞尔还是纽约,凡是人多的地方,便成了恐怖袭击的软肋。

而且凡是有暴力的地方大部分暴力者也是土生土长的人,后来因社会问题而思变。因此,SIPRI 首次提出了城市安全的概念,可能值得深入研究和探讨,怎样才能既保持人们对自由的渴望和不受过多限制,同时又能够享受城市安全。

尤其是人们旅游越来越多,安全问题已经涉及每一个人了。因此非常值得探讨。至于能得出什么样的结论,还是等会议结束以后再总结。

SIPRI to host Urban challenges discussions

Stockholm, Sept. 12(Greenpost)–Stockholm International Peace Research Institute, SIPRI will host a discussion with global experts.
More than 150 policymakers, researchers and practitioners will gather at Artipelag in Stockholm on 15–16 September for the first Stockholm Security Conference.
The conference is co-hosted by the Stockholm International Peace Research Institute (SIPRI), the City of Stockholm and the Swedish Parliament/Riksdag. This year’s theme, Secure Cities, identifies and assesses the security challenges facing cities and ways to address them.
In a rapidly urbanizing world, the safety and security of our cities are ever more vital. SIPRI’s inaugural Stockholm Security Conference on Secure Cities marks the beginning of a new initiative aimed at identifying and managing some of the world’s most pressing urban security risks.

 As many as 50 million people around the world live in conflict-affected cities and fighting in cities has a devastating impact on civilian populations—as witnessed in locations as diverse as Aden, Aleppo and Donetsk.
A rise in coordinated terrorist attacks has led to mass casualties in Africa, Asia and Europe.

The challenges for cities are diverse: gang violence, radicalization and terrorism, the safety of public gatherings, police strategies, the trade-off between security and liberties, and more.
Rapid change puts pressure on scarce resources, complicates the delivery of utilities and services and endangers public health. Where resource allocation and access to services are unequal or unfair, further seeds of insecurity may be sown.
While advanced technology will bring new opportunities for cities, vulnerabilities also increase as the number of connected devices rapidly grows and regulators struggle to keep pace with changes in the marketplace.
This conference will be a timely venue to bridge policy, expertise and practice in facing these new challenges and strengthening vulnerable communities.

北欧绿色邮报报道(记者陈雪霏)--斯德哥尔摩国际和平研究所日前发布2015年有关核武器和维和情况报告指出,世界核弹头数量呈下降趋势,维和次数呈上升趋势。总体感觉欧洲周边冲突较多。

本网记者陈雪霏16日专访斯德哥尔摩国际和平研究所欧洲安全项目研究员费德先科先生。

研究所欧洲安全项目研究员费德先科在接受北欧绿色邮报专访时表示,世界核弹头呈下降趋势的主要原因是美俄根据协议销毁了一些旧的核弹头,其数量虽然按百分比算不大,但绝对数量相当于其他所有国家拥有的核弹头数量,因此,不能说微乎其微。

但同时,美俄都在更新他们的核武器系统,生产和制造技术,使其更现代化。

根据年度报告,美国,俄罗斯,英国,法国,中国,印度,巴基斯坦,以色列和北朝鲜这九个拥有核武器的国家总共拥有大约15850枚核武器,其中有1800枚处于高级运营警备状态。

根据统计,已经部署的核弹头美国有2080枚,俄罗斯1780枚,英国150枚,法国290枚。其他核弹头美国有5180枚,俄罗斯5720枚,英国有65枚,法国10枚,中国260枚,印度90-110枚,巴基斯坦100-120枚,以色列80枚。北朝鲜6-8枚。

与2014年相比,美国减少40枚,俄罗斯减少500枚,英国减少10枚,中国增加了10枚。其他国家都维持现状。但印巴和朝鲜都有生产能力和愿望。

关于维和问题,研究所维和问题课题组组长雅尔.逢.德尔.林在接受北欧绿色邮报记者专访时说,维和情况从2012年开始有所上升。这是因为尽管很多人批评维和行动效率不高,但目前来看是唯一可行的一个方案。因此,维和行动在未来还会增加。此前维和人数出现下降,主要是因为人们撤离了阿富汗。但去年相继在叙利亚,乌克兰和其他阿拉伯和北非国家出现冲突,使得维和行动增加了三次,达62次。具体说来是2014年非洲4次,与乌克兰有关的三次。

不过也有舆论认为与乌克兰有关的行为不像是维和行动。

从总的世界安全局势来说,林认为欧洲实际上处在冲突的包围之中,因此,深感不安。同时,中国南海形势也有点儿紧张,拉美犯罪情况严重。

他说,欧洲和中国多年来对非洲的发展提供了很多援助,这在某种程度上缓解了冲突,尽管也有人觉得效率不高。但还需继续对发展提供援助,而不是通过核武器的竞争来实现全球安全。
