Long live to Sino-Swedish relations

Today marks the 66th anniversary of Sino-Swedish relations. In China, when a person becomes 66 years old, we will give a grand celebration with food and wine.

Similar, the relations between China and Sweden is worthwhile to celebrate too.

Recalling the past 66 years,  a lot has happened between the two countries.

Sweden was the first western country that established diplomatic relatlions with China.  That was May 9, 1950.

According to historical documents, Norway, Danmark, Finland and Sweden all recognized China in January.  But due to Mao Zedong and Zhou Enlai’s diplomacy of cleaning up the house first, they decided to accept Swedish offer first and established diplomatic relations with Sweden on May, 9, 1950.

So the former Swedish to China Ambassador said Sweden was chosen to be the first one to establish relations with China. Then Denmark, Finland and Norway established relations with China.

The consideration likely involves the history between China and Sweden. As early as 1700 century, Sweden had sent Gothenburg Ship to China to buy the tea, porshelin and silk. The trade caused a wave of China heat.  Even Queen Lovisa was a fan of China.

China Pavillion in Drottningholm was the typical evidence of this craze. It was Lovisa’s gift from the king when she was 33 years old.  Inside the pavillion there are a lot of Chinese books. The most impressive thing was the echoing room on the second floor.

Sometimes I feel the down to earth manner and the honesty Swedish people own are the trace of Chinese virtues. Honesty and down to earth are also the virtues Chinese seek.

In the 19th century, Sweden was the first country that signed a business agreement, but didn’t openly invade China or rob China like the other eight western  power.   But the two sides did sign agreements to divid the antiques people unearthened in Beijing Suburbs. That is why people today can see a whole lot of precious antiques dating back to Xia, Shang and Zhou Dynasty in Fareastern Antiquities Museum.

Swedish explorer Sven Hedin explored a lot along the silk road. Many Swedish like to have adventures in China. Ericsson established its office in Shanghai at the end of 19th century.

Meanwhile, Chinese also visited Sweden.  Liang Qichao, one of the six Gentlemen who presented a proposal to the Qing Emperor but faced severe punishment escaped to Sweden and lived here for a year.

When New China was established, General Geng Biao who was also vice premier then became the first ambassador to Sweden.  New China sent quite a few generals abroad to become the first ambassador.

DSC_9023Sino-Swedish relations have been so good that they sometimes can criticise each other. But they remain good friends.

Swedish King Carl XVI Gustaf visited China many times. Crown Princess Victoria had her training in China for a month.

Chinese President Hu Jintao visited Sweden in June 2007. President Xi Jinping visited Sweden in 2010 when he was vice president.   Premier Wen Jiabao visited Sweden in 2012.

Yu Zhengsheng, Chairman of CPPCC visited Sweden in June 2014.

While about 500 Swedish companies operate in China, many Chinese companies come to Sweden to invest. Volvo car owner now is Chinese Geely. Saab was also bought by Chinese from Shandong province.

Many Chinese investors bought houses in Sweden and like to contribute to Swedish economies.

Meanwhile, Swedish companies are also seeking opportunities in China.

In terms of culture, a new Chinese Culture Center will be established right in the center of the Stockholm City.  It is a good present for the 66th anniversary of Sino-Swedish relations.

What will be the future like?  In fact, from what I observed, more and more tourists, especially ordinary tourists are visiting Sweden. This is a sign that the Chinese are getting richer and richer. They can spend money from their own pocket to go abroad. They can afford it and they are allowed to do this.  There is no lofty slogan going on, but there is still a lot happening on the ground.

In my opinion, it is these down to business kind of relations that can be more sustainable if the embassy can allow this to happen. More freedom to move and more permission to visit,  it will be good for both sides, for the common people to exchange and do business.

Without such freedom, without such permission, it is difficult to really get the business booming.  Without exchange of people, we cannot talk about exchange of culture and business.

Sweden has advantage in environmental technology and practices, design, water and air and green energy while China is in need of green food, green tech and green energy.

DSC_9577Recently the exchange of Ice Hockey becomes frequent too. Several activities have taken place.  It is hoped more and more exchange activities will take place with the support from both government and businesses.

Russia eyes enhanced agricultural cooperation with China

MOSCOW, May 4 (Greenpost) — Russia hopes to strengthen agricultural cooperation with China, Russian Agriculture Minister Alexander Tkachev said in a recent interview with Xinhua.
“The trade volume in the agricultural sphere between Russia and China has been increasing during the past years, and in 2015 the figure hit 3 billion U.S. dollars,” Tkachev told Xinhua on Monday.
The agricultural development in Russia has demonstrated a strong dynamic with the firm state support and various development projects. And Russia’s export of corn, soybean, sunflower oil and flour to China has all increased in recent years, according to the official.
Implementing the Far East development program, for instance, is the Russian government’s priority task to increase the country’s investment attractiveness, said Tkachev.
“Our main priority in the Far East is to provide the conditions for investment in agricultural and infrastructure spheres,” Tkachev said, naming several regions such as Primorsky, Khabarovsk, Amur and Sakhalin, which border with or are in the vicinity of China’s northeast.
Those regions have the potential to increase agricultural production, if the government funds the restoration and modernization of agricultural infrastructure in the Far Eastern regions to stimulate investment and to support farmers, Tkachev said.
While domestic policies would help speed up the development of the Far East, Tkachev hoped investors could “produce a strong synergetic effect.”
Russia would like to boost mutual agricultural trade with China, as well as agricultural products’ accessibility to each other’s markets, said Tkachev.
Tkachev told Xinhua the implementation of joint investment projects under multilevel Russian-Chinese commissions on agriculture would be discussed during his working visit to China, which started Tuesday.
Meanwhile, Tkachev said he will discuss the safety of agricultural products during his meetings with Chinese officials.  Enditem

President Xi holds talks with Lao Leader to enhance ties

    BEIJING, May 3 (Greenpost) — President Xi Jinping held talks with visiting Lao President Bounnhang Vorachit on Tuesday.
This is Bounnhang’s first visit to China since he became General Secretary of the Central Committee of the Lao People’s Revolutionary Party in January and was elected president of Laos in April.
Xi, who is also general secretary of the Communist Party of China (CPC)Central Committee, said the visit showed the Lao side attached great importance to Laos-China ties. He called on both sides to seize opportunities to improve bilateral comprehensive strategic cooperation.

The traditional friendship between the two countries is their shared treasure, Xi said, stressing that China was ready to work with Lao new leadership to build a community with a shared future.
Xi called on the two socialist countries to enhance high-level contact, maintain a high level of political mutual trust, improve exchanges between the two ruling parties and promote mutual learning in governance.

The two sides can integrate their development strategies, strengthen pragmatic cooperation, expand people-to-people exchanges and enhance collaboration on security affairs, according to Xi.
The Chinese president also hoped the two countries will further coordinate in international affairs, including cooperation between China and ASEAN.

Echoing Xi, Bounnhang said he believed this visit will improve high-level mutual trust and that the new leadership of Laos will continue to push forward relations between the two parties, the two countries and the two peoples.

Bounnhang thanked China for its support to Laos’ holding the ASEAN’s rotating chair this year.
Speaking highly of China’s development, Bounnhang said he believed China will continue to contribute to peaceful regional and world development.
The two leaders witnessed the signing of a series of cooperative documents. Enditem

 

China to simplify approval process for gold imports, exports

BEIJING, May 4 (Greenpost) — China will test a new policy that aims to make the import and export of gold a lot easier, according to a statement jointly issued by the People’s Bank of China and the General Administration of Customs.
The new policy, set to be tested from June 1, will allow gold companies to clear customs up to 12 times with one permit, the statement said.
Previously, gold companies had to apply for a permit for every import or export consignment.
The new measure will simplify the approval procedures and improve the gold trade environment, according to the statement.
The policy will be tested in Beijing, Shanghai, Guangzhou, Nanjing, Qingdao and Shenzhen.
China remains one of the world’s biggest consumers of gold, with total consumption amounting 985.9 tonnes last year. Gold output stood at 450.05 tonnes in 2015, according to data from the China Gold Association.  Enditem

 

Uber, Alipay allow tourists abroad to pay fares in Chinese yuan

BEIJING, May 4 (Greenpost) — Chinese tourists will be able to pay for Uber rides in Chinese yuan through Alibaba’s mobile payment services when travelling outside China, Uber said on Tuesday.
Uber and Alipay teamed up earlier this year to offer yuan payment options for Uber rides in Hong Kong, Macao and Taiwan. The option has been expanded to more than 400 cities in 68 countries and regions in which Uber operates.
China has emerged as the world’s biggest source of outbound travellers. This has prompted Chinese bank card association China UnionPay and mobile payment services such as Alibaba’s Alipay to work with retailers and merchants in popular destinations to offer the option of paying their bills in Chinese yuan, rather than in the foreign currency.
Uber also wants to tap China’s travel boom by encouraging Chinese tourists to book rides using its service in foreign countries.
Previously, Chinese riders had to pay Uber fares in U.S. dollars.
Uber rival Didi said last month that it has allowed Chinese tourists using its mobile app to access ride-hailing services through its partner Lyft in the United States, with bills payable through mobile payment services from China’s Alibaba and Tencent.  Enditem

 

South China Sea Islands belong to China: Li

STOCKHOLM, May 4(Greenpost)– Overseas Chinese leaders in Sweden Wednesday gathered at the Chinese Embassy in Stockholm to discuss the situation in the South China Sea.

DSC_9412Li Junfeng, Charge D’affair at the Chinese Embassy said at the gathering that he has heard some western reports proposing such questions such as South China Sea Islands are so far away from Chinese mainland, how can that belongs to China?

“The territories and jurisdictions are not decided by how far it is away from the mainland. Hauwaii sits far away from the American mainland, but no one can deny that it belongs to America.  In fact, South China Sea Islands belong to China since ancient times. China is the first to discover, name and develop these islands. Chinese government exerted its sovereign rights over these islands. Chinese government has published the names of these islands in 1935, 1947 and 1983. ”

During the Japanese invasion and occupation of China in the 1930s, the islands were temporarily occupied by the Japanese. But after the Second World War when Japanese was defeated by the Atomic Bombs thrown in by the Americans, China took back these Islands with the observance of the United States and the International Communities. It was well recognised by the International Communities.

There were no disputes before the 1970s. However,  after the 1970s, the Philippines illegally occupied eight small islands through four military actions causing the South China Sea dispute.

In 1999, the Philippines sent a ship to an island there and left there. When the Chinese side went to ask them to leave, the Philippine side said they lost a screw in the ship. They would leave later when they get the ship repaired.  But that was an excuse. Since then they never left.

Now the Philippines claimed that they occupied the island since then. But the Chinese side holds that the Philippines action was illegal. He criticised the Philippines action of illegally occupying some islands.

He also said that China insists on solving the dispute through peaceful negotiations and ASEAN countries should work together for a common prosperity in the region.

“China believes in that saying: Relatives from far away is not as useful as a neighbour which lives nearby.  Let alone China and the Philipines share similar oriental culture. Sooner or later, the friendly relations between the two countries should be resumed, and that should be the right track,”  said Li.

“China has never changed its stance of leaving dispute aside and achieving common development,” said Li.

His stance was supported by the Chinese in Sweden.

DSC_9433James Wang, President of the Chinese Federation of Industry and Commerce in Sweden said South China Sea Islands belonged to China since ancient times. It is hard to believe that other countries claim them.  China has the full right to protect its own territories.

DSC_9437Peiqun Ye, Executive Director of Swedish National Federation of Chinese Associations said as China grows stronger, the dispute will be less. He hopes that in a couple of years, the situation will change for the better.

DSC_9439Liran Yang, former chairwoman of Stockholm Chinese Cultural Association said all the women of the Chinese origin or second generation should exert their influence by giving true explanation of Chinese history and evidence that China owns the South China Islands.

DSC_9429Yuli Wang, Vice President of the Swedish Chinese Federation of Industry and Commerce said he doesn’t rule out the possibility that some people are jealous of China’s develepment over the past years and want to disturb the peaceful environment China enjoys.

Jisheng Wang, honorary Chairman of Swedish Chinese Federation said China has no doubt to hold its bottom line about the South China Sea Islands which belonged to Chinese since ancient times.

“The Philippines has been colonised many times by other invaders, but with China, similar to other parts of China, the Philippines used to pay tribute to the Chinese. It is right not to recognise the Philippines’ unilateral action about the South China Sea Islands,” said Wang.

About 20 Chinese leaders of various associations in Sweden attended the talk and expressed support for China’s stance on the so-called South China Sea issue.

For Chinese it is not an issue, but other countries around the South China Sea began to claim some islands and even occupy them illegally.

DSC_9395Li Junfeng said the Philippines claimed Huangyan Island and other smaller islands belong to them. But the fact is that according to the Paris Treaty signed in 1898, The Washington Treaty signed in 1900, British and American Treaty in 1930, the Philippines’ western border lies in 118 degree in longitude.  And Huangyan and other Islands lie in the west of 118 degree in longitude. After the Philippines got independent, its national law recognizes the relevant treaties about its territories.

In 2013, the Philippines sued China to the International Arbitration Tribunal in the Hague. China accused the Philippines went against their promises of solving the problems through bilateral negotiations.

It is hoped that the current Philippine presidential election will vote out the Aquino government so that the South China Sea issue calms down.

Swedish Foreign Minister Margot Walström said at least the South China Sea area is in peace. In deed, China has actually played a great role in stablizing the Asian situation and bringing prosperity in the region with the focus on  booming economic development.

Many people in China actually think the government was not tough enough in dealing with the dispute. But many wise Chinese drew the lessons of American invasion of Iraq.

It is easy to enter into a war, but it is difficult to withdraw from the war.  “Man can say that they won the war but lost the peace,” said Li.

He said hegemonism doesn’t work because China is still a developing country and China needs a peaceful environment for economic and social development. Some super powers have taken impulse actions and created a lot of enemies for themselves. That is not good for a harmonious world.

China still embraces the idea of building a harmonious world with its neighbours and all the people who love peace.

 

Daimler launches car-sharing service in China

CHONGQING, April 15 (Xinhua) — German carmaker Daimler on Friday launched its car2go rental service in southwest China’s Chongqing Municipality, marking its entry to the Asian market.

The service, already popular in Europe and North America, allows users to access nearby for-rent cars via a mobile app, saving them the lengthy paperwork and other inconveniences of the traditional car rental business.
Sam Guo, COO of car2go China Co., Ltd., said 400 Mercedes-Benz Smart vehicles will be available for rent in the city. Users can park their cars anywhere in an area of 60 square kilometers in the city after use.
“China is our third key market after North America and Europe,” Guo said.
Rainer Becker, CEO of car2go China, said they hope car2go can alleviate the traffic congestion in many big cities. Chongqing was selected as their first step in Asia given its supportive government and the locals’ high acceptance of new ideas.
The company said it will add more cars and launch the service in more cities, if this model proves popular. Enditem

 

 

 

China launches yuan-denominated gold benchmark in Shanghai

STOCKHOLM, APRIL 29(Green Post)–China launches yuan-denominated gold benchmark on Tuesday in Shanghai as it seeks to secure more sway in the pricing of the precious metal.
The Shanghai Gold Benchmark Price (code: SHAU), is the quote for trading of 1kg, 99.99 percent purity bullion, denominated in the Chinese yuan and derived from multiple rounds of trading.
The benchmark was set at 257.97 yuan per gram on Tuesday, the Shanghai Gold Exchange (SGE) said in a statement.
The benchmark also lays the foundation for shifting bullion trading in Shanghai from mostly spot to derivatives to increase the appeal of yuan-denominated bullion trading as financial instruments for both domestic and global investors.
SGE Chairman Jiao Jinpu said the launch of the benchmark offers the opportunity to develop bullion trading in China’s financial markets and encourage more participation by global investors.
Standard Chartered Bank (China) Ltd. and ANZ Bank (China) Ltd. are among 12 fixing members for the benchmark trading. The other ten members are domestic banks.
The trading margin is set at 6 percent and transaction fees are exempted until June 30 this year.  Enditem

Swedish Spring Budget: Building a society – responsibility, security and development

STOCKHOLM, April 28, (Greenpost)–Swedish Government has presented its proposed direction for economic policy ahead of the Budget Bill for 2017.

The Government’s priorities – jobs, schools and climate action – remain firm. In addition, proposals are presented to increase funding in the budget for 2016 to address the refugee situation. The Spring Fiscal Policy Bill and the proposals in the spring amending budget are based on an agreement between the government parties and the Left Party.

“In the spring budget, the Government continues to address the refugee situation and sets out the future direction – building our society takes precedence over new tax cuts. With the Swedish model as a foundation and modernisation as a tool, we will respond to the challenges our country is facing. Unemployment must be fought, pupils’ learning outcomes strengthened and climate emissions reduced,” says Minister for Finance Magdalena Andersson.

Strong Swedish economy

The prospects for the Swedish economy are good. The growth rate in 2015 was just over 4 per cent, which is well above the average rate of growth for Sweden in the last twenty years. The growth rate was also higher than for many other countries, including the US and Germany. Unemployment fell significantly in 2015 and is now at around 7 per cent. This is the lowest level of unemployment for seven years. Youth unemployment and long-term unemployment also decreased significantly in 2015.

The Government has adjusted fiscal policy along more responsible lines, and the deficit has fallen sharply since the Government took office. The large number of people seeking asylum in Sweden in 2015 and the important investments being made to enable new Swedes to establish themselves in society and the labour market involve temporary costs. Towards the end of the forecast period, public finances will be in balance and show a surplus.

However, the economic forecast is uncertain and there is a substantial risk of a weaker outlook.

Government priorities ahead of the autumn budget

“The challenges that Sweden is facing make the Government’s ongoing efforts to build a cohesive society even more important,” says Ms Andersson.

Reducing unemployment

The Government’s objective that Sweden will have the lowest unemployment rate in the EU by 2020 remains firmly in place. Investments in job creation will be made under the Government’s jobs agenda. These include skills, education and matching initiatives, investments for the future including in housing and infrastructure, and an active business policy for more and growing companies. Welfare investments are also an important part of employment policy.

Providing equitable knowledge-based education and time for each pupil

Central to building our society is an equitable school system that gives every child the opportunity to develop. The main focus is on boosting learning outcomes through early intervention, enhancing the attractiveness of the teaching profession and improving equity in education.

Tightening up climate policy

Sweden aspires to be one of the world’s first fossil-free welfare nations. Climate change is the Government’s top environmental priority. To lead global development, Sweden is taking further steps to tighten up its national climate policy and reducing emissions.

Strengthening welfare and increasing equity

The Government’s objective is that everyone will benefit from Sweden’s growth and prosperity. The Government prioritises building a society in which welfare is strengthened and opportunities are made to employ more people in welfare services.

Increasing equality between women and men

The Government will continue its efforts to ensure gender mainstreaming in all areas of policy-making and is also implementing special initiatives.

Initiatives in the budget for 2016

The current situation has given rise to needs in a number of areas that will be addressed this year. The Swedish Migration Agency will receive a significant increase in appropriations to manage the large number of asylum seekers.

As more people seek asylum, more asylum cases end in rejection. Return activities will be improved.

To facilitate introduction, funds will be allocated for language initiatives and skills assessment for asylum seekers, and skills validation of new arrivals. A new fast track for newly arrived entrepreneurs will be introduced.

The Swedish Police will receive increased resources, community police will be strengthened and efforts to combat hate crimes will be prioritised. Anti-terrorism efforts will be enhanced, including through increased resources to the Swedish Security Service. In addition, resources to the Swedish Migration Agency will be reinforced to increase security at asylum centres.

Preventive action to protect our open society against violent extremism and racism will be strengthened.

该制度是一个自我约束机制,即每个公民自己向政府税务局汇报你收入多少,纳税多少。然后,税务局的人核对,对了,给予肯定,有问题,帮你解决,发现严重问题,会仔细查你的帐。

瑞典税务局要求公司或个人的账目发票要保留7年。最近,继上海人联谊会举办报税讲座后,中欧文化协会会计厉迪也为广大会员进行了报税讲座,受到会员的欢迎。

瑞典华人华侨中有很多是新移民,到这里开公司,或者买卖房子,公寓或者是别墅等都有很多讲究。你的交通费要不要报税,有多少可以减免等等,厉迪带领大家逐条进行了解释。

中欧文化协会会长陈雪霏表示,协会就是为会员服务的,协会的宗旨是为活跃华人华侨的业余生活,普及知识,帮助大家融入瑞典社会。

瑞典是世界有名的高税收国家,这也是福利社会的基础。同时,税收也有很多人性化的规定,例如,如果你股票交易赔了,可能你报税的时候就可以减掉损失的部分。其中有很多细节值得了解和研究。

CECA Holds Tax Declaration Lecture

China-Europe Cultural Association held a tax declaration lecture for its Chinese members who are mostly women in Stockholm on 24th of April. xuefei2JP

“A lot of our members are newly migrated to Sweden, due to language and tax knowledge barrier, they have a strong demand for learning how to make the tax declaration. It is also due to the forthcoming time of tax declaration on May 2.”  said Xuefei Chen Axelsson, President of China-Europe Cultural Association at the opening of the lecture.

“CECA is an idea organization that helps its members in terms of cultural and entertainment demand, melting into Swedish society while keeping its own culture. But with the necessary demand on the knowledge of tax declaration, we also like to spread this knowledge for the well-being of our members. ” said Chen Axelsson.

“Thanks must also be given to Sensus who helps us to get this classroom.” Said Chen Axelsson.

Secretary of CECA Lily Li gave the presentation with PPT in the Sensus lokal.

Li followed the tax declaration form and illustrated one by one how to fill in and what needs to be included and what is not included and why.

18 people including 15 women and 3 men attended the presentation.

The presentation was done by CECA and the lokal was sponsored by Sensus.

CECA and Sensus has been in cooperation since the Spring of 2015.

 

Hamsten resigns as chancellor of Karolinska Institute

STOCKHOLM, Feb. 13(Greenpost)–Anders  Hamsten, Vice Chancellor of Karolinska Institute announced on Friday that he would resign due to the Italian visiting professor Macchiarini’s case.

“I failed to see the warning signs. Confidence in me as Vice-Chancellor of KI has been impaired both among the public, the research community and KI’s staff and students. It will be difficult for me to continue to act as Vice-Chancellor of Sweden’s most successful university with credibility and effectiveness. For that reason I am resigning my post, “Anders Hamsten writes.

imagesk1Hamsten’s resignation came after SVT series investigation report on Macchiarini’s experiment of plastic windpipe applied in human being causing deaths of the patients.

This was seen as a strong” earthquake “for Karolinska Institute because late last week Urban Lendahl resigned.

Swedish mainstream newspaper Daily News or DN published a series of debate articles criticising him of knowing the facts, but not doing the intervention earlier.  The other article criticised Karolinska Institute of mixing Nobel Prize in Medicine and academic research, saying the control of professorship was not academic. In other words relationship with the leadership played an important role.

The articles also pointed out that the responsibilities of Karolinska Institute and the Karolinska Institute hospital are somewhat confusing.

After these two articles published, Hamsten decided to resign “because KI has received new information which gives a modified picture of the charges of irregularity against Paolo Macchiarini. ”

He has already decided that an external investigation will be conducted and former president of Swedish Administration Court of Appeal was appointed to do the job.

On Feb. 7  genetics professor Urban Lendahl, who sat on two prestigious Nobel groups, announced his resignation from those positions after it became clear he may be involved in an external investigation regarding the once-prominent surgeon Paolo Macchiarini, according to Swedish Radio.

On Saturday, Lendahl decided to step down as secretary general of the Nobel Assembly and the Nobel Committee in Physiology or Medicine at Stockholm’s Karolinska Institute.

The Karolinska Institute University Board said it launched an external investigation into the hiring and work of Macchiarini who is a visiting professor at the facility.

Macchiarini had performed experimental transplants involving plastic windpipes coated with the patient’s stem cells and has been accused by several colleagues of overstating his outcomes and the effectiveness of the procedures.

Last  Friday, Macchiarini was notified by the Institute’s vice chancellor that his contract would not be extended.

Lendahl has not be accused of any wrongdoing but thought it best to step aside while the investigation was ongoing.

“As professor Lendahl anticipates that he may be involved in this investigation, he resigns from his position as Secretary General out of respect for the integrity of the Nobel Prize work,” read a news release from the professor Rune Toftgård, chairman of the Nobel Assembly.

The assembly is an independent body of 50 professors from the Karolinska Institute which awards the Nobel Prize in Physiology or Medicine.

The following is the whole text.

The ”Macchiarini affair” or the ”KI scandal” has substantially shaken confidence in medical research in general and in Karolinska Institutet in particular during the last few weeks. I have had reason to scrutinise both my actions and the decisions I have made concerning the investigation into research irregularities that was the starting point for the media storm which has been raging for the last couple of weeks.

Because of the attention in the media, KI has received new information which definitely gives a modified picture of the charges of irregularity against Paolo Macchiarini. My conclusion is that KI’s investigation into Paolo Macchiarini’s scientific misconduct has to be reopened. Against this backdrop it seems very likely that my decision in this case was wrong.

During the last few days it has become obvious that the information possessed by KI when the matter was investigated was not complete. Last Wednesday we were given a new impression of the period following the operation in Iceland on his first patient, whose case is the basis of some of Macchiarini’s articles. During the last few days KI has also received information that implies serious inaccuracies in an article describing trials with artificial tracheae in rats. This information was totally new for KI. We are now endeavouring to investigate this information thoroughly and arrange an independent examination. But there is much to indicate that the judgement reached by KI last summer should be amended to scientific misconduct, which in plain language means research fraud.

In hindsight I can conclude that I should have looked for these probable inaccuracies during the review that led to the decision KI made on the matter of misconduct in August 2015. We should quite simply have been more thorough. As Vice-Chancellor of KI I am ultimately responsible for this.

Bosse Lindquist has made an important documentary series which pinpoints a number of important questions and reveals misjudgements at Karolinska Institutet. Today I can see that I completely misjudged Paolo Macchiarini and that he and KI should have gone their separate ways far earlier. It was in all probability wrong to employ him in 2010, just over two years before I was appointed Vice-Chancellor.

KI failed to see the warning signs early enough and did not pay enough attention to the warnings that came from doctors working close to Paolo Macchiarini. Nor was KI critical enough of the method of using artificial tracheae that Macchiarini adopted. Many have said that I, as Vice Chancellor, together with the management of Karolinska University Hospital should have acted to draw these warnings to the attention of the research project Paolo Macchiarini was conducting in Russia. With the benefit of hindsight I can of course see that we should have done so. At the same time, one has to remember that the clinical study Macchiarini conducted in Krasnodar was undertaken with permission from the Russian authorities and that, according to information available to KI, there was ethical approval for each single patient. What form these approvals took and what the medical status of the patients was before the operations is known only by those who took part in the study. Patient confidentiality, obviously, also exists in Russia.

In the recent discussion Karolinska Institutet has also been criticised for a culture of self-sufficiency, unhealthy elitism and prestige thinking. This may be true, I don’t know. What is, however, true is that we have high ambitions in our endeavour to use research and education to improve people’s health and at the same time contribute to medical breakthroughs and innovation in the field of life sciences which will benefit the whole of society in Sweden.

Tens of thousands of extraordinarily capable and dedicated employees who have had nothing at all to do with this unfortunate story work at KI and Karolinska University Hospital. All these loyal and dedicated employees deserve our gratitude, support and encouragement.

It is obvious that the picture many people have of KI as a self-sufficient elite university is alarming. Now we must ransack ourselves and get to the bottom of the question of whether an unhealthy academic culture prevails here. KI is reviewing the routines concerning recruitment and employment as well as our control mechanisms. We must introduce and take care of international researchers in a better way. And we must be more explicit with our employees about the ethical framework that is in place for their actions in Sweden as well as abroad. KI will actively encourage dialogue and discussions about values so that they are always inherent in our work.

The fact that Karolinska Institutet’s reputation has been tarnished by the ”Macchiarini affair” is extremely serious and is something for which I am obviously responsible. KI’s board has initiated an investigation into KI’s handling of Paolo Macchiarini from recruitment onwards and, not least, my actions in the misconduct investigation. A similar external investigation of Karolinska University Hospital’s role is being undertaken. This is excellent, as the two autonomous investigations will provide answers about direct errors that have been committed and what can be learned from them.

I am aware that confidence in me as Vice-Chancellor of KI has been impaired, both in the public, the research community and many of KI’s employees and students. The chorus of voices raised to demand my resignation is so multifarious and strident that I realise it will be difficult for me to continue working as Vice Chancellor of Sweden’s most successful university with credibility and effectiveness. That is why I am resigning my position.

Gansu to establish logistics center for China-Europe cargo transportation

LANZHOU, Feb.4 (Greenpost) — Lanzhou, capital city in northwest China’s Gansu province will establish a transportation junction and logistics distribution center of China-Europe cargo train on Silk Road.

As a core city in Silk Road economic belt, Lanzhou city has strong power in railway cargo distribution, and is equipped to be a transfer station in the process of China-Europe cargo transportation.

Meanwhile, General Administration of Customs has given support for the Gansu province on establishing a transportation junction and logistics distribution center.

In recent years, many domestic cities, including Chongqing, Chengdu, Zhengzhou, Wuhan, Lanzhou, and Changsha opened through freight rail routes linking China with Europe under the “Belt and Road” Initiative, and played an important role in China-Europe trade.

Winter in Sweden

Stockholm, Jan. 27(Greenpost)–Hi, I’m a Chinese, but I came to Sweden ten years ago. Why? Because my name is Snow. Xue means snow. I was born in this month 49 years ago. It was snowing and cold.

So actually I feel like at home in Sweden. In winter, the snow makes it feel better. The worst time I tell you is november. But Swedes are used to this kind of weather. Those who cannot tolerate it choose to go to Thailand for a few months.

That is why in 2005 Christmas time, more than 400 Swedes died during the Trunami in Thailand.  Many people go to Spain to have a winter house too. I mean over there it is always warm!

But Sweden is not bad. I mean in winter you can stay inside and the heating is very even. That temperature is better than anywhere else. It is neither too cold nor too warm.

People can go to the north to ski and live in the wooden house.  You can go to skate outside and swim inside a swimming pool. There are a lot of gyms.

To deal with the dark winter, Stockholm city lighted brighter lights in the city center. It hosts international film festival in November.

Christmas makes everybody happy and be busy with presents and food, visiting relatives and friends.

The sun sometimes is too bright because it is low, just hanging above the buildings.

Snow makes it very beautiful and the trees look like paintings. A lot of exhibitions are held indoor.

But this winter has a lot of accidents that make people feel upset. The problem was that a 22 year old girl who worked in an immigration center was stabbed to death by a 15 year old boy who migrant to Sweden.

The boy belongs to those thousands of single boy who has no parents or relatives to accompany them to Swedish border.  Do they really have no parents or relatives? No one knows.

But they came and stay together, sometimes they have problems. Now the police said they need more resources. They got more calls from immigration center and immigrants related issues.

Is this winter different from the previous one? Yes, it gets cold later than before and it gets warmer earlier. Just about lest than two weeks below zero, now it is above zero. The ice and snow all melt.

More people go to gym to exercise and many shops closed. I guess the gym will be a good business in the future.  One can get everything on website but you can’t exercise on internet.

Swedish winter is not too cold, it is around zero, sometimes above and sometimes below.

 

Sri Lankan PM announces to go ahead with China-funded Port City project

COLOMBO, Jan. 21 (Greenpost) — Sri Lankan Prime Minister Ranil Wickremesinghe has announced that his government will go ahead with a multi billion U.S. dollar port city project in the capital funded by China after it was suspended earlier last year.
Speaking at the World Economic Forum in Davos, Switzerland, Wickremesinghe said that his government also invited Chinese investors to Sri Lanka.
When asked by the media about China’s role in Sri Lanka’s development, Wickremesinghe noted that China is one of the largest economic powers in the world, and within Sri Lanka, there is a large number of projects in infrastructure development which were funded by the Chinese government.
“So we are going ahead with many of those projects including the Port City, the further development of the Hambantota Harbour. But we’ve also said we would like to see Chinese investments,” the prime minister said.
He further said that infrastructure development alone is not sufficient and that his government is now discussing of bringing in Chinese investments into Sri Lanka.
“I think the Chinese government has also decided that some of its manufacturing industries should move out and Sri Lankan seems to be one of the locations for their industries to move out,” he said.
“We are looking at the Chinese participation in the logistics hub of Sri Lanka as well as further investments in the real-estate sector.”
The 1.4 billion dollar mega port city project is Sri Lanka’s largest foreign investment and is set to attract millions of dollars as investments upon its completion.
The project was suspended by the Sirisena administration in March due to a review on its agreement and some other aspects of the project, but the government has now said that project will resume by February.
The government has already said that it will include the project in its megapolis development plan in order to develop the capital Colombo. Enditem

2022 Beijing Winter Olympics plenty of business opportunities for Swedes

STOCKHOLM, Jan. 21(Greenpost)—An event organized by EU-China Winter&Outdoor Sports Alliance  on Thursday focusing on networking and finding opportunities for both Swedish and Chinese upon the 2022 Beijing Winter Olympics.

 

With the presence of many CEOs and Executives of Sports&Outdoor industry guests in Sweden and Taishan Sports Industry Group delegation, delegates exchanged ideas in Winter and Outdoor Sports opportunities.

DSC_6463Investment adviser and Executive Director of the Alliance Vanessa Folkesson made a presentation about the vision and mission of the alliance and the 300 billion RMB cross-border business opportunities to engage 300 million Chinese people to participate in winter sports and outdoor travel in EU and mainland China prior to the 2022 Winter Olympics in Beijing.

“How can we bring in the brands and products the Chinese have never seen and never know, how do we bring those products to China and how can we help, those are our ambition and goals to achieve, and we see a lot of opportunities in winter&outdoor sports activities, ” said Folkesson.

DSC_6479Four time Olympics official equipment provider Taishan Sports Industry Group’s vice Chairman Bian Qingfeng gave an introduction about his group.

“Established in 1978, Taishan is one of the largest sport products producer and supplier,” said Bian. “We are very proud that we provide equipment and products for 40 percent of the Beijing Summer Olympics Gold medals. We are very good in producing summer sport equipment , but we are still new in producing winter sport equipment, so the main purpose for us to come is to learn from you and find cooperation partners,” said Bian.

Bian said Taishan sincerely look for working partners in developing winter Olympics products.

“Nordic Viking is still the best players I believe China’s lady Bandy team will win the 2022 Winter Olympics, but there will be a lot to do. I have great confidence in them,”

During the event, many Swedish sports & outdoor industries CEOs presented their products.

World famous Swedish telecommunication giant Ericsson also presented how they can cooperate with Beijing Winter Olympics in 2022.

With the past experience, Ericsson can provide the network for people all over the world to choose to see whatever part of the Olympic Games just by clicking on the internet.

Folkesson said this was a kicking off event and they will organise another event in Beijing next month for similar purposes.

About 50 CEO and Chairpersons of Winter&Outdoor Sports related industries attended the meeting.
