Minister of Justice Henriksson: Directive on representative actions means better rights for consumers

Stockholm, Nov. 28 (Greenpost)– The Council of the European Union today gave the go-ahead for a directive on representative actions. The aim of the directive is to strengthen consumer rights, according to news reaching here from the EU presidency office in Finland.

Representative actions are intended to increase the consumer’s chances to receive compensation for losses they suffer as a result of traders infringing consumer rights legislation. The idea is to strengthen the enforcement of consumer rights in situations where the same product or service has caused harm to several consumer.

Minister of Justice Anna-Maja Henriksson said, “I am pleased that the Council reached agreement on the directive on representative actions. The opportunity to claim compensation by bringing a representative action is a pioneering step at EU level, and it should enable consumers to stand up for their rights more effectively.”

Under the compromise proposal approved by the Council, qualified entities (such as consumer organisations or public bodies) could bring an action on behalf of a group of consumers. This would avoid individual consumers having to defend their interests alone. The consumers’ representative would have the right not only to apply for an injunction against the infringing trader, as is already the case, but also to seek compensation for defects or to require the trader to repair or replace the defective product.

From the trader’s point of view, the directive would help prevent abusive litigation and strengthen legal security. It would also contribute to the proper functioning of the internal market by ensuring a level playing field for all traders.

There are currently major differences in member states’ national legislation on access to class actions or other forms of collective redress. Some countries do not recognise any kind of collective action.

As the next step before adoption, the Council and the European Parliament will start negotiations on the proposal during Croatia’s Presidency of the Council in the first half of 2020.

The Directive on representative actions is part of the Commission’s “New Deal for Consumers”.

EU Competitiveness Council discussed consumer rights and corporate tax transparency

STOCKHOLM, Nov. 28(Greenpost) -EU ministers responsible for industry and the internal market met in Brussels on 28 November chaired by Minister of Employment Timo Harakka and Minister of Economic Affairs Katri Kulmuni. The Competitiveness Council agreed a general approach on the directive on representative actions to strengthen consumer rights. This means that negotiations can be launched with the European Parliament.

News reaching here from EU rotating presidency Finland says the directive obliges Member States to include in their legal systems a representative action procedure that meets the requirements of the directive. Under the directive, qualified representatives could launch actions on behalf of consumers in cases where the collective interests of consumers have been violated.

Minister Harakka said: “I’m very pleased that we agreed a general approach on the directive on representative actions. The directive would allow consumers to defend their rights more effectively throughout the EU, while at the same time protecting entrepreneurs.”

The Competitiveness Council also discussed another legislative proposal, a directive concerning disclosure of income tax information by large international companies.

Minister Harakka said: “Unfortunately, we did not reach agreement on the issue. I hope that progress can be made in further negotiations.”

Minister Harakka added: “In 2016, when the Panama Papers were made public, EU policy-makers vowed to take action against tax evasion. I’m disappointed that we were unable to deliver on the promises made to EU citizens. I hope that this issue will be actively promoted both by the new Commission and by future presidencies.”

Ministers also discussed the external dimension of EU competitiveness, which is closely linked to the strategy for sustainable growth prepared by the Finnish Presidency of the Council of the EU.

Minister Harakka said: “From the point of view of EU external competitiveness, it’s important that the EU has a functioning single market, an ability to innovate, sufficient competence and a business environment that helps companies grow and attracts investments. In addition, we must ensure that the global market is a level playing field. The debate will inform the new Commission as it prepares EU policies for the next five-year period.”

Over lunch, chaired by Minister Katri Kulmuni, ministers discussed SME policy and the priorities of the future SME strategy

Combating work-related cancer through European cooperation

Stockholm, Nov. 28(Greenpost) — Experts from several European countries and organisations met in Helsinki to explore how to accelerate the fight against work-related cancer. The cooperation will be further strengthened by continuing the Roadmap on Carcinogens campaign, which aims to raise awareness about carcinogens and reduce exposure to them. An agreement on the continuation of the campaign was signed in Helsinki on 28 November 2019.

The Roadmap on Carcinogens Conference is one of the official meetings of Finland’s Presidency of the EU Council.

Towards common, binding limit values

Every year in Europe, around 120,000 workers develop work-related cancer and 80,000 die as a result of it. Work-related cancer causes more than half of all deaths associated with working conditions.

“These figures are alarming. We must work more effectively to prevent exposure to carcinogenic substances. By increasing our knowledge about carcinogens, how to manage them and how to prevent exposure to them, we are already taking an important step forward. This makes the Roadmap on Carcinogens an extremely important communication campaign. This information is vital to employers and employees alike,” said Minister of Social Affairs and Health Aino-Kaisa Pekonen when she opened the conference on 27 November.

The goal is to limit exposure to carcinogenic substances at work in the EU by setting binding limit values to be complied with at workplaces. The European Commission is in the process of amending the Carcinogens and Mutagens Directive with four separate proposals, The Commission has already published the first three proposals amending the Directive, and they are now being implemented by the Member States. The Commission is currently preparing the fourth proposal for a directive and is expected to adopt it in early 2020.

Finland is now passing the baton to Germany, which will continue the Roadmap on Carcinogens campaign until the end of 2020.

At the conference, we heard a presentation by Christa Sedlatschek, Executive Director of the European Agency for Safety and Health at Work, on cancer risks at workplaces. According to her, there is still a need for better risk assessment at workplaces, in addition to more information. Practical tools, good practices and examples would help in getting rid of the most dangerous substances or replacing them with less harmful ones.

Professor Herbert Gleiter – one of the highest awards in the field of Advanced Materials

Stockholm, Nov. 28(Greenpost)–The International Association of Advanced Materials (IAAM) recognized professor Herbert Gleiter with the prestigious Advanced Materials Laureate 2019. Professor Gleiter is awarded for his substantial contributions towards research perspective, expanding education, promoting materials research and its application at a global standard. The award ceremony was held on November 1st during the Asian Advanced Materials Congress, on the Voyager of the Seas, RCC, Singapore. It was the 30th assembly of the flagship event Advanced Materials Congress and it was graced with the participation of researchers and industry decision maker from over 40 countries.

– I think it’s a very good idea to organize events om cruise ships. Keeping people together and putting them all in a pleasant atmosphere will create high networking opportunities. Science comes out from discussions, it will not come from papers or telephone calls, says Prof. Herbert Gleiter.

Herbert Gleiter is a pioneer in the field of nanoscience and nanotechnology, especially in nanoglasses and non-crystalline nanomaterials. He has a Ph.D. in physics from the Technical University of Stuttgart, Germany and obtained his D.Sc. in material science at the University of Bochum, Germany. He was the Professor/Director of the Institute of Material Science, University of  Saarland, Germany during 1973–1994. He was also the founding director of the Institute of New Materials, Saarbruecken, Germany aswell as director of the Institute of Nanotechnology, Research Center Karlsruhe, Germany. Prof. Gleiter has almost six decades of experience in this field and has been widely recognized by many countries and scientific organizations including the Leibniz, the Max Planck Prize, the Humboldt, Heisenberg, von Hippel and the Blaise Pascal Medal as well as four honorary doctorates and several honorary professorships. In order to promote research in advanced materials and innovation in the Asian continent, he established the Herbert Gleiter Institute of Nanoscience at Nanjing University of Science and Technology, Nanjing, China in 2012.

Every year, IAAM honors the pioneer researchers with the Advanced Materials Laureate for their notable and outstanding contributions to the advancement of materials for global excellence.
– Advanced Materials Laureate is considered one of the highest honors for a researcher working in a diverse background, either from physical, chemical, biological, engineering, mathematical and medical sciences along with their substantial contribution towards research perspective, expanding education, promoting materials research and its applications at a global standard, mentoring professionals and series of advancements on the related topics. We are very happy to award Professor Gleiter for Laureate of 2019, says Dr. Ashutosh Tiwari, founder of IAAM.

Are we coming to a time to fight for ideologies and ideas? Isn’t it a dangerous signal?

Stockholm, Nov. 28(Greenpost) — Finland’s Foreign Minister Haavisto highlighted the importance of human rights-based foreign policy in his speech to the Paasikivi Society in Helsinki on 27 November.

According to Foreign Minister Pekka Haavisto, the world is undergoing fundamental change, and Finland cannot be just a bystander. In addition to geopolitics, there is also a fight for ideologies and ideas. According to the Foreign Minister, we must ensure that a country such as Finland has a living space in the world and that we have partners who understand our way of thinking and interests.

“Values and interests can also be merged in foreign policy, and this is how I feel about human rights. We defend a world order where we have room for manoeuvre and where it is possible for us to maintain peace, stability and prosperity,” Haavisto says.

The Government Programme describes the promotion of human rights, the rule of law, democracy, peace, freedom, tolerance and equality as the value base for Finland’s foreign policy. The value base will also be reflected in the Government Report on Finnish Foreign and Security Policy, the work on which began this autumn.

“Values are not a postscript of our activities, but at the heart of everything. Values that are important to us can and must be defended. It is worthwhile to apply actively for play positions in order to promote international cooperation,” Foreign Minister Haavisto says.

Comment: Many people believe geopolitics is the source or the reason why the world has war because someone always likes to interfere in others affairs and go beyond their border to get their own benefit. Guarding the human rights, the rule of law democracy peace, freedom, tolerance and equality are the values for every country. It is a goal for every body to strive for. Only that due to historical reasons, western power got a step forward by launching many wars in history so that the world is divided by developed countries and developing countries.

Now the words fighting the battle are used everywhere and that sounds very frightening.

德国人士:试图以外部干预“解决”香港问题只会适得其反

北欧绿色邮报网报道 :针对中国香港近期局势发展以及美国国会日前通过“2019年香港人权与民主法案”,来自德国经济界和智库、传媒领域的多位人士近日在采访中向中新社记者表示,外部强行施加的干预甚至制裁等极端对抗手段只会对解决香港存在的问题起到反作用,应予以警惕。

  在香港和柏林两地从事企业咨询等事业的柯尧臣(Jochen Kleef)在港多年,拥有香港永久居民身份。谈及美国国会日前通过的“2019年香港人权与民主法案”,柯尧臣认为,美国现在应该做的是先“打扫干净自己的房子”,再去关注别国的事务。在他看来,美国和英国在香港问题上的态度表现出两国似乎都“难以接受新的时代”。他指出,两国的态度都基于其拥有或曾经拥有过的世界霸主地位,“但过去的已成为过去,世界正在向前发展”。

  柏林智库“文明对话研究所”首席执行官让-克里斯托夫·巴斯(Jean-Christophe Bas)认为,外部强行施加的干预甚至制裁等极端对抗手段不应成为香港当前问题的解决方案,“最首要的应当是鼓励开展对话,在各方不同的价值和观念中寻找到一致之处或共同基础”。

  让-克里斯托夫·巴斯强调,既然《基本法》已经以法律的形式明确规定了香港居民所享有的自由和权利,“任何形式的外部干预都只会起到适得其反的效果,这些外部干预令我感到警惕和担忧”。

  亦有人士注意到西方在对待中国议题时长期抱持的双重标准。位于法兰克福的欧洲新闻图片社社长希伦贝克表示,国际社会的认知中存在太多片面性:“当美国仍是超级大国时,它的成功和政治扩张受到普遍赞扬。而当中国正在向前追赶时,却遭来诟病。”

  “于是,一方在非洲或拉美的投入就是所谓‘无私并造福人类的’,而另一方则是‘怀有政治动机,目的是让对方成为附庸’。”希伦贝克强调,这种双重标准的例子可谓不胜枚举。他续指,当中国人口增长时,有政客便“拉响警报”,甚至警告所谓“黄祸”。“不像有的国家急需控制人口增长却无所作为,中国领导人采取了计划生育措施,这却又被指责为‘对公民个人权利的非民主干预’。”

  “当然,我也不会忽略这样一个事实,即中国也在努力解决某些存在的问题,而这些问题有时需要其领导层给予极大的耐心和审慎。”希伦贝克说,“人们应该高兴的是,当某些自诩优越民主摇篮的国家展现本能驱动的民粹主义和民族主义时,中国领导人并没有像他们那样。”

  展望未来,让-克里斯托夫·巴斯强调,只有对话和包容,而不是暴力和对抗,才是解决问题的途径。柯尧臣亦希望,随着中国香港特区第六届区议会选举日前落下帷幕,香港的社会局势能够及时降温、减少戾气。(来源:中新社/ 记者 彭大伟 )

北欧绿色邮报网报道:11月26日,桂从友大使在使馆就中瑞媒体交流接受瑞典“媒体”栏目专访。

问:上周我们发表了一篇关于中国使馆批评瑞典媒体和记者的战略的报道。请问使馆这么做是为什么?

桂大使:我们使馆对瑞典媒体的回应都是被迫的,不是我们主动发起的。

中国自古就是礼仪之邦,中国人自古以来就有一个待人之道:朋友来了有好酒。中国人自古的伦理原则,“礼”字当头,“礼”贯穿于中华伦理发展中,成为中国价值体系中最核心的因素。“礼”的内在精神是“仁”,“仁”是最普遍的德行标准。中国对外政策的基本方针是与世界各国友好相处,平等合作,互利共赢,不树敌,不干涉他国内政,不侵犯他国利益,不对他国构成威胁。我们使馆的使命就是与驻在国包括媒体在内的社会各界广泛交流,交朋友,在两国和两国人民之间架起友谊与合作的桥梁。

就我本人来说,在我20多年的外交工作中,一直对所接触的所有媒体朋友尊重有加,坦诚交流。我来瑞典工作以后,也渴望与广大的瑞典媒体朋友交流、交朋友。但你们有些媒体人士拒绝与我们见面交流,却总是批评、指责中国,甚至恶意攻击、抹黑中国。

更为奇怪的是,这样的媒体人士,有的从未去过中国,有的只往台湾跑却自称为“中国问题专家”,还有人身在台湾或斯德哥尔摩却开办什么在北京的博客等等。这令人不解。我们呼吁这些媒体人士到中国去看看,用自己的亲眼所见来说话。

我们欢迎批评。媒体人士就是要善于发现问题,针砭时弊。但批评要以客观事实为依据,不能制造假新闻。批评还要承担社会责任,不能引发社会混乱,不能煽动仇视。我们从未主动批评过瑞典媒体人士,我们的批评都是忍无可忍,被迫回应。即使对那些恶意批评中国的人,我们仍欢迎他们来沟通交流。(来源:中国驻瑞典大使馆)

北欧绿色邮报网、北欧中华网联合报道(记者陈雪霏 查正富)—11月20日,应世界听神经病鼻祖-美国加州大学Arnold Starr教授的邀请,瑞典皇家卡罗林斯卡Karolinska医科大学医院耳鼻咽喉头颈外科专家段茂利出席了第九届 “Annual  Arnold Starr Lecture & Art Exhibition”大会,并做了题为《听神经病的发现历史、发病机制、治疗现状及基因/干细胞治疗听神经病的探索》的精彩报告。这是目前世界上首位华人科学家站在此领域最高讲台作学术报告,刷新了听神经病领域未有华人科学家在此登台“献艺”的空白。

世界听神经病大会每年举办一次,由听神经病之父Arnold Starr教授命名,其突出特点与其他学术会议不同的是,此会议只安排一位科学家作主旨报告,因此入选的条件和门槛要求很高。大会筹委会对照规定的标准和条件,综合各方面因素,每年在全球范围内精选出一位杰出的听神经病、神经科学及耳鼻咽喉科学家作主旨报告。今年段茂利教授有幸作为第九届会议报告嘉宾登台作主旨演讲。

演讲伊始,段教授简单地介绍了其所工作的瑞典皇家卡罗林斯卡大学医院的基本情况。新建成的卡罗林斯卡大学医院工程造价超过600多亿瑞典克朗,是目前世界上最节能、最环保的建筑楼群,拥有最现代化的基础设施和智能工程,很多岗位已由机器人代替了人工操作。每年举世闻名的诺贝尔生理或医学奖的评审和颁奖,均由瑞典卡罗林斯卡医科大学负责组织实施。

演讲期间,段茂利教授从Arnold Starr教授绘制的不同奇妙耳科彩色图画入题,以“弹钢琴”作为比喻,通过科学研究与艺术表现相结合形式,形象生动地描述了如何通过各种颜色来观察耳部结构和接受声音时的变化规律,详细阐述了常规听神经病变、特殊听神经病变和其他情况的修复和临床治疗方法。整场报告条理分明、论点鲜明、论据充分、观念新颖,得到了与会嘉宾一致肯定,赢得了热烈的掌声 。

段茂利教授回到斯德哥尔摩当天,北欧绿色邮报网、北欧中华网报记者在第一时间对他进行了专访。以下是专访内容:

记者:段教授您好!欣悉您这次参加第九届“Annual Arnold Starr Lecture & Art Exhibition” 大会并作主旨演讲,我们已仔细观看了您当天演讲同步直播的全过程,非常精彩及惟妙惟肖,我们代表北欧绿色邮报网、北欧中华网对您表示祝贺! 请问这次国际会议在世界医学领域具有怎样的重要地位呢?

Dr Duan:谢谢!在听神经病研究领域,每年的Starr会议对于业内人士来说非常重要,世界各国的听神经病科学家也极为重视。Starr教授于1996年首次提出了听神经病这一医学概念。人的听力不好或下降,是因为耳朵里的某段神经出了问题,不能将听到的信息输送到大脑,从而大脑不能总结获得的信息,造成病人能听到声音但不能理解你到底在说什么。Starr教授通过对一名患者多年反复观察与追踪,并经过多年的潜心研究,发现并总结了这一问题。同时他还发现内毛细胞丢失也是病理机制之一,最终把这种病命名为听神经病。Starr理论提出后,在世界耳鼻咽喉头颈外科、神经科学领域引起了极大轰动,并得了国际医学界的一致认可。为了纪念Starr教授对人类作出的突出贡献,美国加州大学在Starr教授退休的时候,以其名字设立了基金会并决定在全球范围内,每年遴选一位在该领域成就突出的科学家做一次专题报告。今年我十分荣幸地被选中,这既是基金会对我个人的信任,也是对我多年来研究成果的认可,更是对我今后研究和临床工作的鼓励。

记者:Starr基金会为什么选择请您来做主旨报告呢?

Dr Duan:从客观上讲,可能是因为我长期在瑞典卡罗林斯卡大学医院工作,该院的国际地位和国际实力是众所周知的,加上我在基因干细胞研究领域的贡献及自身又是耳鼻咽喉头颈外科专家,同时我又是多个国际性医学杂志的编委及审稿人, 在欧美许多国家著名的大学演讲及交流的经历,  以及这么多年在行业积累的良好口碑,可能也是加分因素之一。从主观上讲,我在听神经病基因干细胞治疗耳聋方面的研究成果得到了国际同行的认可,尤其是创新研究了基因干细胞治疗耳聋,这一疗法既符合Starr教授的研究方向,也是对现有理论成果的进一步探索与挖掘。Starr教授发现了听神经病的一个基因后,医学界发现大量的同类疾病不同的基因。在该病发现之前,人们并不太清楚这种疾病发病的机制,而且在发现的早期,为解除病人痛苦,只是采用助听器进行辅助治疗,没有更科学的医疗手段。因此,我主攻的基因干细胞修复疗法既是学术研究的连续,更是为将来临床实践带来希望。当然,以上纯粹是我个人不成熟的推测,重要的是Starr基金会按照他们的标准和要求来进行挑选的。

记者:两年前Starr教授在斯德哥尔摩(Karolinska Nobel Forum)诺贝尔演讲厅的研讨会上用艺术彩色图形来展示耳部神经系统,您今年这次演讲似乎也很倾向艺术化啊!

Dr Duan:是的。参加这次大会的嘉宾中,他们大都是行业内有名望的科学家,在自身研究领域内取得了突出的成就,我在前面也已经介绍过了。但你们可能没有想到的是,这些嘉宾中很大一部分人也是艺术界的佼佼者,是名副其实的艺术家。因此,本次会议的名称除了第九届Starr学术会议主题外,另还冠名了艺术展览和艺术表演。因此,这次大会两个突出的与众不同之处就是:一是一个人做主旨演讲,另一个是学术报告与艺术同台展现。

记者:当初您为什么会选择耳鼻咽喉头颈外科呢?

Dr Duan:说起这个话题就很长了,在八十年代,大学生毕业的岗位是由组织统一安排的。我大学毕业后被分配到安徽省立医院耳鼻咽喉头颈外科工作,其实当时我对耳鼻咽喉头颈外科并不是十分感兴趣,觉得它是小科,我当时心仪的岗位是心脑血管科,但最终没能如愿。在耳鼻咽喉头颈外科岗位工作时间长了,我感觉到耳科研究很有趣味,人的耳朵其实是很美丽且复杂的,不是当初我想象的那么简单枯燥,后来我慢慢地热爱上了这个学科。其实人体的很多病症也都能从耳廓中体现出来,千万不要小看自己的耳朵、鼻子、咽喉甚至是牙齿。如果它们有不健康的症状,也是身体某个对应器官疾病的先兆,因此要引起足够的重视。中华医学博大精深,古代中医学家绘制的全身疾病在耳廓上的穴位图是中华医学发展的一块灿烂明珠。

记者:听您讲了这些,您在所在领域作出了突出贡献,您也培养出了30多名医学硕士、博士或博士后,您对现在年轻学生有什么经验之谈吗?

Dr Duan:谢谢!无论做什么事情,在哪个岗位工作,我认为最重要的一点就是兴趣,从事科学研究的也是一样。要时常怀有好奇心,一旦对某项东西感兴趣了,你就会拥有一种动力而深入研究下去。其二,从事科学研究要富有挑战精神,不能拘泥于现有,也不能完全迷信权威,要时刻有 “鸡蛋里挑骨头” 的韧性和 “打破沙锅问到底” 的执拗,敢于打破常规,勇于接受挑战,在挑战中创新,在逆境中突破,这样就会有新的发现。再者,要博览群书,只有积累了一定厚度的知识,研究中才能有力量支撑,才能容易打通瓶颈,做任何事情都要做到干一行爱一行,干一行精一行。

马来西亚逮捕680名中国公民 外交部:望公正处理

  北欧绿色邮报网援引央视新闻客户端,当地时间21日,马来西亚移民局宣布破获2019年以来国内最大宗的网络诈骗案。涉案团伙是一个由中国人主导、面向中国的网络诈骗集团,共逮捕680名中国籍人员协助调查。在今天(22日)举行的外交部例行记者会上,发言人耿爽也对此事进行了回应。

  诈骗集团以高额报酬为饵 向中国人实行诈骗

  马来西亚移民局总监拿督凯鲁称,该局在20日上午逮捕了680名年龄介于19至35岁的中国人。其中603人为男性,77人为女性。行动中共缴获8230部手机、174部手提电脑,以及787部个人电脑。

  拿督凯鲁表示,该诈骗集团以高额和快速的报酬为饵,向中国国内的受害者进行诈骗。所有的交易和付款都是通过微信支付(Wechat Pay)或在中国的银行进行。

  诈骗集团成员以旅游观光签证入境大马

  此外,根据初步调查,该集团成员是以旅游观光签证入境大马。而这滥用签证的行为也违反了1963年移民局的相关法律。

  目前此案正在审理中。马来西亚移民局将会同国家银行、警方、通讯及多媒体委员会、大马公司委员会、地方政府以及相关其它部门和机构协同调查。

  我外交部:支持依法打击 望马方公正处理

  在22日下午举行的外交部例行记者会上,发言人耿爽就此事进行了回应。

  耿爽称,中国驻马来西亚大使馆已经收到了马方有关通报。中方支持马方依法打击违法犯罪活动,希望马方公正处理有关案件。同时,耿爽强调,海外中国公民应遵守当地法律法规,切勿参与任何形式的违法犯罪活动。

今日头条:瑞典华人科学家曹义海当选中国工程院外籍院士

 北欧绿色邮报网报道(记者陈雪霏)11月22日,据中科院发布的《关于公布2019年中国科学院院士增选当选院士名单的公告》,2019年中国科学院选举产生了64明中国科学院院士和20名中国科学院外籍院士。中国工程院增选了75名院士和29名外籍院士。 其中,瑞典华人科学家瑞典卡罗林斯卡医学院曹义海教授当选为中国工程院外籍院士。

北欧绿色邮报网记者陈雪霏获悉之后立即对曹义海教授进行了采访:

记者:曹教授您好,请问您获得当选为中国工程院外籍院士的消息,有什么感受?

义海教授:谢谢你的采访,这次能评上中科院外籍院士,这是咱们国家重视科技的体现。给海外学子创造了一个很好的机会,我感到非常荣幸。这也是国家多年来对我们科研人员的认可,对我本人的认可,也是对瑞典这个国家的认可。非常荣幸,感觉国内专家非常关注我们在瑞典搞科研的一些成就。

记者:请问您当选中国工程院xiang外籍院士后,未来有什么责任和义务?

曹义海教授:下一步我想借此机会进一步加强与国内的合作,创造更多的机会,尤其要为年轻学者创造机会,让中国学子到瑞典来学习,同时,也可以让瑞典的学子到中国去学习。所以,我最大的愿望就是,不忘初心,精忠报国。携手共同把我们国家建设成为科技强国,希望我自己能起到一个桥梁作用。

曹义海1959年出生于济南,祖籍山东潍县。1960年随父母来到泰安,在那里读完高中。1977年他还到泰安县的一个公社去插过队。 是1978年恢复高考后首批参加高考的大学生,考入山东医科大学医学系。

1983年毕业后,到中国医学科学院血液学研究所从事免疫和血液病的研究工作。1986年应邀到瑞士伯尔尼大学路德维希癌症研究所从事研究工作。

1988年转入瑞典卡罗林斯卡医学院内的路德维希继续从事研究工作。先后获得医学博士和分子生物理学博士学位。

1993年,曹义海应邀到美国哈佛大学儿童医院从事博士后研究工作。

1996年底因家庭原因回到瑞典,继续从事专业研究。现为瑞典卡罗林斯卡医科院的终身教授,课题组负责人。

在瑞典,就象在新西兰和加拿大一样,评上教授职称是很不容易的。在为数不多的华人教授中,2004年曹义海教授是瑞典卡罗林斯卡医学院首位被评为教授的华人。

说起曹教授的学术成就,真可谓硕果累累。他去瑞士的伯尔尼大学研究癌症基因转化动物分子生物医学研究和癌症基因重组动物课程后,在研究中,他首次发现变异癌基因Ras能导致运行腮腺癌,如将此基因整合到Y染色体,所有雄性动物都患此癌症。后来通过基因重组技术,把腮腺特异性的基因成功克隆,此项技术为研究组织基因特异性的表达和组织的特异性用药治疗开创了新方法。后来他还在糖尿病等其他疾病研究中取得很大进展。

曹教授在学术研究方面取得的成绩非常突出,多次受到瑞典电视台等媒体采访。最近的一次采访是关于糖尿病的研究。他说,他的研究成果对未来的开发和研究奠定了基础。

此前记者采访他如何能取得一些成就时,曹教授说:

“在我的职业生涯中,我的体会就是不管干哪一行,都要特别专注把事情干好,要执着,专注,打好基础,对自己的专业付出多一些,对科研特别感兴趣。第二要有使命感。我感觉自己做的工作特别重要,对癌症病人,如果能找到好的方法,我感觉非常重要,这是我的使命。”

说到挑战,曹教授说,搞科研就是克服一个又一个难关。

“搞科研工作,尤其是搞医学科研,每一天都要克服很多困难。搞科研的人一定要有这个准备。克服一个困难,解决一个问题,你能感觉到这也是有成就感的。当然,遇到困难就退缩,说明你意志不够坚强。如果没有坚强的意志和克服困难解决问题的思想准备,你就搞不了科研。你必须每天都要想问题,问问题,而且还要能解决问题”。

另外,曹义海教授也是北欧致公协会会长,在这个平台上,他也做了很多推动中瑞之间进行科技交流的事情。他也被评为2018年欧洲十大科技创新领军人才。

最近,一直看到报道说香港的暴力青年是接受资金支持的,有传言说背后是美国中央情报局或者是民主基金会,但还一直不敢肯定,一直以为美国是秘密地在幕后支持香港暴乱分子。

今天,美国参议院一致通过香港民主法案, 称必要时要对香港制裁,不许香港领导人去美国,在贸易方面也要加税,对贸易最惠待遇要每年审查一次。法案说美国明确支持香港示威者。

这就是司马昭之心尽人皆知了。美国不是幕后操纵,不是秘密支持香港示威者,而是明目张胆地,公开地撕下了遮羞布,公开地承认在支持香港暴力示威者。根据寰宇电视的说法,在香港理工大学居然找到3900支汽油弹。那里的人在训练如何投掷汽油弹。难道那些人真的是大学生吗?据说,有些年轻人故意带着面具,不想让父母知道。也不和父母交流,不听父母的话。他们好像是无知的问题少年的心态。

带着黑面罩,然后,故意袭击警察,袭击普通民众,这不是恐怖行为是什么?对于这样的行为有什么理由来支持呢?难道发生在欧洲各国的恐怖行为,警察不能采取措施吗?事实是,即使是警察采取行动都很难避免无辜百姓受攻击。更不用说,现在警察不管了。而在香港,警察执法却百般受到各方攻击,受到批评,警察不管,谁来管呢?没人管,怎么来解决问题呢?这种乱的局面何时能够解决呢?难道一直让香港乱下去吗?

有的人,有的国家的个别人可能是希望看到香港乱下去。香港乱了,中国的面子也不好看,有的人一声叹息,没办法,不知道怎么解决,但是,只要出问题了,肯定是你中国共产党不行,北京不行,香港政府不行,但是,你要解决问题,这边就说要和游行示威者站在一起,你到底是想让香港问题得到解决还是不让它得到解决呢?我看有的人就是想看笑话。就是想逼着北京出手,只要你一动武,我就又有借口来批评你,封锁你,制裁你。

北京其实也不是吃干饭的,难道没看出你们这点儿伎俩吗?香港是中国的香港,没有大陆,香港不行。大陆也不愿意让香港萧条,大陆也愿意香港一直繁荣下去。但是,有些人似乎是被一时的利益驱动。不要以为年轻人都那么崇高,我看有的人就是见钱眼开。或者,他们是想有点儿出路。但是,靠暴力能有什么出路呢?根本出路在于停止暴力,让事态平息下来,重新恢复旅游业,和其他工业商业和金融。这样闹下去,香港是没有什么好处的。

笔者一直觉得美国是个大国,应该有个大国的样子,但是,自从伊拉克战争以后,就发现,美国其实霸权主义思想根深蒂固,到处煽风点火,哪里有事哪里都有她。阿富汗,伊拉克,叙利亚,非洲,拉美,到处去支持反政府势力,请问这对美国有什么好处呢?笔者以为美国之所以走向衰落,就是因为伊拉克战争是非正义的,让人看透了她的霸权本质。因此,在国际上处处碰壁。当然,她现在自己也处处收缩,捉襟见肘。但是,煽风点火扶植对手的反政府势力这一点一直没有放弃。

不过,说句实话,美国发布这样的法案对解决香港问题没有任何好处,只能是让中国尽早统一,尽早采取行动。中国人向来可以从危机中发现机会,美国的做法最终可能就是使北京不得不尽早采取行动。

不过,我也相信,北京是会坚持住的,也不会轻易钻到套子里。既然美国这样公开支持暴力,也就是说,美国连一点点的虚伪都没有了,那得到的只能是被谴责。

对于美国这种行为,只能让世人知道,原来背后的黑手真的是美国,本来还不太相信,现在真的信了。一位俄罗斯女性学者曾经说过,美国不可能永远称霸世界,是的,如果她这样下去,迟早霸权主义会终结。

Linda Hedenljung.
Juryns motivering lyder:
”En nyhet kan vara något som någon försöker dölja, och Pelle Wendels stipendium har bara ett syfte: att uppmärksamma och understödja detta vardagssnokande nyhetsarbete. Nyhetsjournalistik är ett lagarbete, men lagarbetet bygger på enskilda journalisters hängivenhet att spåra upp och aldrig släppa taget om en bra historia. Årets stipendiat har liknats vid en pitbullterrier som käkat taggtråd. Det är ett hedersomnämnande. 2019 års stipendium på 100 000 kronor går till en journalist vars idoga insatser slutligen manifesterats i det stora avslöjandet av skandalen kring finansieringen av Östersund FK:s elitsatsning: Linda Hedenljung från Östersunds-Posten.”

– Jag kan inte med ord uttrycka hur hedrad jag är av den här utmärkelsen. Journalistik blir rätt ofta något slags blandning mellan en sprint och ett medeldistanslopp. Men arbetet kring Daniel Kindberg, Östersunds kommun och Östersunds fotbollsklubb har varit ett ultramaraton som pågått i fem år. Det har varit uppförsbacke, motvind och burop längst vägen. Jag är helt säker på att det gör att glädjen jag känner i den här stunden blir ännu starkare, säger Linda Hedenljung.

Linda Hedenljung, 41, arbetar på Östersunds-Posten sedan 15 år. Hon är utbildad vetenskapsjournalist, men förstod snabbt att hon gillade att
gräva i kommunala handlingar och dokument:

– Jag har genom åren gjort flera större gräv, däribland granskat miljonutbetalningar av EU-bidrag till jämställdhetsprojekt, kartlagt allt våld som sker i de jämtländska hemmen och undersökt skumraskaffärer inom krogbranschen.Granskningen började 2014 med en markaffär mellan byggbolaget PEAB och det kommunalägda bostadsbolaget Östersundshem.

 I april 2018 anhölls Daniel Kindberg, då ordförande för Östersunds FK och vd i kommunens bostadsbolag. I november 2019 föll domen – och det blev fängelsestraff för Kindberg och de två medåtalade.

Per Wendel-priset har delats ut varje år sedan 2006 och går till en journalist som verkar i Expressenreportern Per Wendels anda som orädd avslöjare. Han hade bland annat en stor del i avslöjandet av den så kallade Ebbe Carlsson-affären 1988, som fick till följd att dåvarande justitieminister Anna-Greta Leijon tvingades avgå.

Per Wendel avled 2005 och Expressen instiftade ett journalistpris till hans minne.

陈光中:打通死刑复核“最后一公里” 确保律师辩护全覆盖

北欧绿色邮报网报道援引财新网消息(记者 单玉晓)死刑复核权收归最高法院已近13年,虽然有说法称中国的死刑执行数量下降明显,但近年来个别冤错案件暴露出死刑复核程序的弊端,其运行机制饱受质疑。死刑案件律师辩护全覆盖在复核阶段往往遭遇“最后一公里”的窘境。

  中国刑事诉讼奠基人、89岁的中国政法大学终身教授陈光中长期关注死刑复核程序,他呼吁加强死刑复核诉讼化改造,实现死刑复核阶段辩护律师全覆盖。

陈光中老教授的意见值得中央考虑,中国与欧洲西方国家的最大区别就是中国依然有死刑。死刑在一定时期内还是很难完全取消,但是,最大限度限制死刑,可以极大地保护人权。这是人权问题上的一个症结所在。中国依然是发展中国家,但是,明年,如果三大攻坚战取得胜利,就会实现全面脱贫。全面脱贫,社会保障全覆盖,必然在社会上形成安定稳定的局面。这样,离废除死刑的距离就会近一步。但首先给死刑复核阶段辩护律师全覆盖,就可以增加透明性,对社会的法律意识增强,依法治国都大大地有好处。对公平正义也有好处,减少个案冤案十分重要,这样可以减少社会个别人的极端行为和仇恨。增强社会和解。

STOCKHOLM, Nov. 20(Greenpost)– Ma Jianzhong, Chairman of World Federation of Chinese Medicine Societies (WFCMS) led a large delegation of over 30 members to visit Sweden in order to make academic exchanges and field study on November 13th.

This was right after they attended the 16th World Congress of Chinese Medicine which was successfully held in Budapest, Capital of Hungary. The delegation includes leading experts and specialists in the field of Chinese medicine.

       At 10:30 in the morning, Chairman Ma Jianzhong, former Vice Minister of Health, Professor She Jing, who was also founding Chairman of the World Federation of Chinese Medicine Societies, and Professor Li Zhenji, Vice founding Chairman and Secretary-General of WFCMS and other six people came to the Chinese Embassy in Stockholm at the invitation of Chinese Ambassador Gui Cuiyou.

They were warmly welcomed and Ambassador Gui made extensive talks on the development of traditional Chinese medicine acupuncture and moxibustion in Sweden, and further explored how to further promote Chinese medicine culture and relieve the suffering of the Swedish people and overseas Chinese.

Counselor Dai Gang of Science and Technology at the Embassy and President Yang Chungui of the Swedish Society of Chinese Medicine gave a detailed introduction about the operation of Swedish traditional Chinese medicine and acupuncture clinics and the exchanges and cooperation with Western doctors such as those from Karolinska Hospital.

Jiemei, a lawyer at Guohao Law Firm, introduced the work of promoting acupuncture legislation in Sweden. After the talks, the Embassy arranged a lunch for all the guests.

After thorough inspection by the leaders of the World Federation of China and the friendly consultation between the two sides, they jointly decided that the World Federation of Chinese Medicine Professional Level Recognition Department and the Swedish Society of Chinese Medicine will sign a cooperation framework agreement on the “Cooperation on the clinical superiority technology transfer of traditional Chinese medicine and the evaluation of professional titles of international Chinese medicine”.

At 3 o’clock in the afternoon, under the witnesses of the WFCMS’ leaders and Guo Hao law Firm’s lawyer Jiemei, Professor Zheng Yuexian, the chief expert of the WFCMS and President of the Swedish Association of Chinese Medicine, Yang Chungui signed this important agreement.

 On the morning of the 14th, the World Federation of Chinese Medicine Societies experts visited Karolinska Institutet. The former Nobel Prize jury chair Professor Silas introduced the Karolinska Institute and Nobel Prize evaluation process to the delegation.

In the afternoon, the delegation concluded the intense academic study tour and flew back to China with Air China.

The World Federation of Chinese Medicine Societies is an international academic organization approved by the Chinese State Council and a member of the World Health Organization. It’s a Non-Governmental Organization (NGO).

International Monetary Fund publishes assessment of Finland’s economy

Stockholm, Nov.19(Greenpost)–The International Monetary Fund’s statement assesses Finland’s fiscal policy and financial markets, among other things. It warns about risks to Finland’s general government finances.

According to news reaching here from Helsinki, the International Monetary Fund (IMF) notes that the objectives set out in Finland’s Government Programme are ambitious and deal with issues important for the economy. It also considers the loosening of fiscal policy in 2020 to be good for growth. However, the IMF warns the Government about the risks to general government finances in the medium term. It points to the challenge of getting the Government Programme implemented.

The IMF says in its statement that the growing demands of healthcare and social welfare services emphasise the importance of achieving a fiscal balance. It also states that fiscal buffers are necessary to ensure that the social welfare model can be preserved. If the global economy weakens beyond expectations, this, says the IMF, will increase the risks to Finland’s general government finances.

In the IMF’s view, effective employment measures are available, but these should not be allowed to increase general government costs in order to ensure a fiscal balance.

Minister of Finance Mika Lintilä points out that the IMF has highlighted precisely the difficult issues that the Government is very familiar with.

“The Government Programme is demanding. It is clear that the cornerstones are a fiscal balance, a restructuring of health and social services and raising of the employment rate. These will not be achieved automatically, but require determined action,” says Minister Lintilä. 

The IMF is also concerned about the continuation of household indebtedness. It welcomes the measures proposed by the working group of the Ministry of Finance and stresses the need to curb borrowing by housing companies.

The IMF’s Executive Board will discuss the country report on Finland in early 2020, along with a separate report on the equality impact and effectiveness of Finland’s taxation system and social security system.

The IMF issues corresponding statements about all its member countries as part of its country monitoring. The IMF’s visits to member countries are called Article IV Consultations, as they are required by Article IV of the IMF’s Articles of Agreement. The statement is based on IMF experts’ own assessments and on discussions they have had with Finnish authorities, labour market organisations, financial institutions, research institutes and others.
